Security professionals, terrorism experts and academics told the City Council's Public Safety Committee yesterday that security in the city's public spaces must remain high or be improved to avoid a repeat of the Sept. 11 terrorist attack. Shalom Oz Uziel, owner of an Israeli security firm, said he saw a ''lot of holes'' in the city's security. But Richard Dietl, a retired detective perhaps best known for his 1988 autobiography, ''One Tough Cop,'' criticized the hearing itself for not having security officials testifying, including the police.
